Digital Whisper Challenge - The Sea (and Mermaids)

This week the challenge at Digital Whisper is the world of the sea.  My mermaid tired of wearing seaweed and decided to join the world of high fashion.
Background and bubbles by Lorie Davison at Scrapbookgraphics.  The tail and snail hat was Googled and the outfit cut from the tail (to match).  The rest by me.
